Hickory Kensington Area: Tax Increment Financing District Qualification Report

Trustee Glasgow moved, seconded by Trustee LaBedz that the Committee-of-the-Whole recommend to the Village Board approval of the execution of a contract with Kane McKenna and Associates, not to exceed $20,500 for Phase Two. This Phase includes drafting the Redevelopment Plan and to commence the Public Hearing process for considering a TIF District for the Hickory Kensington area. The motion passed unanimously.

Review of FY2013 Comprehensive Annual Financial Report (CAFR)

Trustee Scaletta moved, seconded by Trustee Farwell that the Committee-of-the-Whole recommend to the Village Board that the FY2013 Comprehensive Annual Financial Report be accepted. The motion passed unanimously.

Proposed 2013 Property Tax Levy

Trustee Glasgow moved, seconded by Trustee Rosenberg that the Committee-of-the-Whole recommend to the Village Board to authorize staff to prepare the Village's and the Arlington Heights Memorial Library's 2013 Tax Levy Ordinance reflecting an estimated total tax levy of $44,575,400 or a 1.84% increase over the 2012 Tax Levy for the Village and Library portion of the levy. The motion passed with Trustees Blackwood, Farwell, Glasgow, LaBedz, Rosenberg, Scaletta, Sidor, and Mayor Hayes voting aye and Trustee Tinaglia voting no.

Operating Fund Overview/Recommended Budget Ceilings - FY2015

Trustee Scaletta moved, seconded by Trustee Farwell that the Committee-of-the-Whole recommend to the Village Board approval of the FY2015 Budget Ceilings of $69,887,100 for the General Fund; and $16,104,100 for the Water & Sewer Fund. The motion passed unanimously.

Consideration of recommending to the Liquor Commissioner the issuance of a Class "A" Liquor License to Shoyu Hospitality, LLC, dba Boogytori Ramen located at 932 W. Algonquin Road

X.CONSENT AGENDA
This Agenda consists of proposals and recommendations that, in the opinion of the Village Manager, will be acceptable to all members of the Board of Trustees. The purpose of this Agenda is to save time by taking only one roll call vote instead of separate votes on each item. Consideration of this Consent Agenda will be governed by the following rules and procedures prior to roll call vote:

1.Any Trustee who wishes to vote "no" or "pass" on any Consent Agenda items should so indicate.
2.Upon the request of any one Trustee, any item will be removed from the Consent Agenda and considered separately after adoption of the Consent Agenda.
3.Citizens in the audience may ask to remove any item on this Consent Agenda.
4.One roll call vote will be taken and will cover all remaining Consent Agenda items.
