A.Report of the Closed Session Meeting of 10/7/13

Trustee Farwell moved to destroy the Closed Session recordings from the meetings of: 10/17/2011, 11/21/2011, 3/5/2012 as the recordings have been held the mandatory 18 months required per State Statute. Trustee Glasgow seconded the motion.  The motion carried unanimously.

Report of the Committee-of-the-Whole Meeting of October 15, 2013
Recommendation from the Arlington Economic Alliance re: Small Business Zero Interest Loan Program

Trustee Glasgow moved, seconded by Trustee Farwell, that the Committee-of-the-Whole recommend to the Village Board that the Board concur with the Arlington Economic Alliance's recommendation and authorize the implementation of the Small Business Zero Interest Loan Program following approval by the Village Board of a follow-up report from the Arlington Economic Alliance.

The motion passed, with Trustees Farwell, Glasgow, LaBedz, Scaletta, Tinaglia, and Mayor Hayes voting aye and Trustees Rosenberg and Sidor voting no.

Report of the Committee-of-the-Whole Meeting of October 15, 2013
Review of Proposed FY2015-2019 Capital Improvement Program

Trustee Scaletta moved, seconded by Trustee Rosenberg, that the Committee-of-the-Whole recommend to the Village Board that the Board approve the Proposed FY2015-2019 Capital Improvement Program and that the first year of the Program totaling $16,135,700 be incorporated into the Village's proposed FY2015 Budget.

The motion passed unanimously.

X.CONSENT AGENDA
This Agenda consists of proposals and recommendations that, in the opinion of the Village Manager, will be acceptable to all members of the Board of Trustees. The purpose of this Agenda is to save time by taking only one roll call vote instead of separate votes on each item. Consideration of this Consent Agenda will be governed by the following rules and procedures prior to roll call vote:

1.Any Trustee who wishes to vote "no" or "pass" on any Consent Agenda items should so indicate.
2.Upon the request of any one Trustee, any item will be removed from the Consent Agenda and considered separately after adoption of the Consent Agenda.
3.Citizens in the audience may ask to remove any item on this Consent Agenda.
4.One roll call vote will be taken and will cover all remaining Consent Agenda items.
